House Repairs

So for a few weeks now David and I have been dealing with the joy of owning your own home and all that entails. We noticed our laminate wood flooring in our kitchen hallway was wet awhile back and found our water heater was leaking and causing the mess. After a few weeks though we noticed that the wall in our bathroom was bulging and soft. After David pulled off some of the trim he noticed there was mold and moisture there... so, bring in the insurance and repair teams!! They came, they removed the mold and fixed the walls (in the bathroom, pantry and storage closet located under our stairs). We even got new flooring throughout all these rooms and the kitchen, yay! Well, we thought we were getting close to ending this remodel saga... but alas, we weren't. When the flooring people came out to fix some pieces in our storage closet they noticed that the wall and the floor underneath the wood was wet. The plumber came back out and confirmed that all our pipes were hooked up just fine and agreed it must be coming from outside. Since we live in a townhome this meant phone calls to our HOA and their repair people. After talking to them we found out that three other homes in our area have complained of the same issue and after they exterior repair people came out and looked at the damage today they said the houses and their damage looked the same. Now, we have to wait for the HOA to approve any bids to get it repaired and we really don't know how that process all works just yet.
So, our first remodel project has been put on hold until this new leak issue is resolved, which is pretty frustrating since we still don't have the finish work done to everything Our kitchen and pantry are kind of a mess and not really put together and we don't have a door on our spare bathroom, so things are kind of difficult to move around and live in.
We hope to get more answers soon about how we should proceed, but not sure what they will be just yet. Here's some pics of the damage/remodel.
